In a medium saucepan, combine the sugar, water, the three citrus zests, and both peppers.
Bring the mixture to a boil, stirring occasionally.
Once the liquid reaches a boil, remove it from heat and let it steep for 15 minutes.
Strain the liquid into a jar and throw away all the solids.
